Florian Bourcier

Florian Bourcier is a Senior Economist based in Compass Lexecon’s Paris office and a member of the European energy practice.

Florian has significant experience working on economic and regulatory issues in energy markets. Within Compass Lexecon, Florian has worked on several assignments related to market design, network regulation, energy markets modelling, in support for corporate and institutional clients in Europe, Asia and Africa.

His recent projects include the support for the consultation for the reform of electricity markets in Belgium, the economic analysis of market behaviors in power capacity reservation following a REMIT regulation dispute, the economic assessment of demand response benefits in Europe, the modelling of capacity and energy reserve markets in several European markets, the economic and strategic support of a Japanese investor in power and water generation for Middle-East and North African countries.

Prior to joining Compass Lexecon, Florian worked as an Analyst within the Power System Economics Division of the French transmission system operator RTE where he modelled and assessed benefits of electrification in transport and heating in France in order to reach European decarbonation targets. Florian previously worked in network tariff regulation for the French distribution system operator.

Florian holds a M.Sc. in Engineering from Ecole Centrale Paris and studied philosophy at the Sorbonne.
