Clémence Rainaut is an Economist at Compass Lexecon in London, with three years of experience in economic, financial, and regulatory consulting, primarily focused on the energy sector. She brings a strong analytical background and a deep understanding of EU policy frameworks, advising clients on complex regulatory and market design issues in both European and international contexts.

Since joining Compass Lexecon in 2022, Clémence has contributed to a wide range of high-impact projects involving regulatory reforms, State aid assessments, investment treaty arbitrations, and electricity market design. Her work spans support for government authorities, European institutions, network operators, industry associations, and private investors, often requiring the integration of economic modelling with legal and policy analysis.

She has developed particular expertise in the European energy transition and security of supply. Notably, she has advised Business Europe and Eurelectric on the implications of Net Zero policies for competitiveness, flexibility, and system adequacy in the EU power sector. Her work included assessment of policy-induced cost impacts, and formulation of policy recommendations.

Clémence has also supported the Belgian government on State aid compliance under EU law and market design reforms and has been involved in several arbitration cases related to renewable energy support schemes in Europe and North America, providing regulatory and economic impact assessments.

She holds an M.Sc. in Economics from the Institut Polytechnique de Paris and an M.Sc. in Management from HEC Paris. Clémence is fluent in French and English and has advanced proficiency in Italian.
