He previously served as Chief Economist of the Federal Communications Commission (FCC) and Acting Deputy Assistant Attorney General for Economics and Economics Director of Enforcement at the Antitrust Division of the US Department of Justice.

Dr. Schwartz specializes in the application of microeconomics to competition and regulation and has served as an expert economist on horizontal and vertical mergers, collaboration among competitors, horizontal restraints, and regulatory interventions.
