Ying Li

Ying is a Senior Economist at Compass Lexecon, based in London.

Ying specialises in the application of economic theory and analysis to competition matters, with experience across competition litigation, abuse of dominance, merger control, and intellectual property. Her work spans a range of sectors, including technology, automotive, pharmaceuticals, transportation, manufacturing, and insurance brokerage.

Ying’s litigation experience includes Which? v Qualcomm before the UK Competition Appeal Tribunal (CAT), as well as proceedings before the High Court of England and Wales. She has also provided economic support in abuse of dominance investigations by the European Commission, the UK Competition and Markets Authority (CMA), and other national competition authorities. Her work across these matters has largely focused on exclusionary and exploitative conduct and the economics of intellectual property licensing, including standard-essential patent (SEP) licensing.

Ying also has substantial merger control experience. Her Phase II merger experience in the EU and the UK includes Broadcom/VMware, NVIDIA/Arm, and Aon/Willis Towers Watson.

Ying has co-authored several publications on competition economics. Her article “The market share/dominance fallacy: How narrower markets widen the disconnect between market shares and market power”, co-authored with Lau Nilausen, won in the Business Articles – General Economics (Readers) category at the 2026 Antitrust Writing Awards.

Ying holds an MSc in Economics (Distinction) and a BSc in Economics (First Class Honours) from University College London. She is currently undertaking a Postgraduate Diploma in EU Competition Law at King’s College London. She is fluent in English and Mandarin.
