Clément is an Economist at Compass Lexecon, based in Paris.

Clément is an economist with experience advising public and private clients across Europe and internationally on electricity market design, industrial decarbonisation, and energy policy. He has supported governments, regulators, and energy companies on projects involving market expansions prior to acquisition, State aid frameworks, market design, and regulatory disputes. His work spans the electricity distribution, transmission, retail, and generation sectors, as well as broader analyses of industrial competitiveness in the context of the energy transition.

Before joining the Compass Lexecon Energy Team EMEA, Clément already worked as a consultant in Paris, advising on energy economics and policy, and notably policy monitoring and modelling-based analytics of the deployment of clean hydrogen in Europe. He has since contributed to both advisory and dispute-related mandates, ranging from regulatory revenue assessments for monopolistic utilities to market design support for emerging capacity mechanisms. His analytical expertise includes policy gap assessments, socio-economic segmentation, and benchmarking of international market structures.

He has co-authored technical reports and academic publications on energy transition economics, industrial decarbonisation, and clean technology financing. Drawn from his hands-on project experience, his research has focused on accelerating the deployment of clean technologies and electrified solutions, supporting heavy industry competitiveness, and identifying effective planning and contracting mechanisms in the context of the transition to net zero in Europe.

Clément holds an MSc in Economics from the University of Amsterdam (UvA) and a BSc in Management from the London School of Economics and Political Science (LSE). He is fluent in French and English, has intermediate knowledge of Spanish, and is learning Japanese. His technical skills include quantitative analysis using R, with which he is proficient at producing dashboards and maps, Python, Stata, and some experience with other statistical, database, or geographical software.
