Compass Lexecon Appoints Chief Economist at Ofgem as Senior Vice President and Head of Research

Compass Lexecon is excited to announce that the exceptional economist Joe Perkins will join our London office in June 2020 in a strategic new role as Head of Research in addition to providing expert advice on consulting projects. Joe has been Chief Economist at Ofgem since July 2016 and was an All Souls Prize Fellow at Oxford University.

Joe will spearhead Compass Lexecon’s newly formed Research team in a strategic move to reinforce our leading-edge approach to economic analysis. The Research team will be formed of professionals with deep expertise in economic theory, financial economics, economic policy, and data science. It will advance our thought leadership and develop increasingly efficient methods to analyze complex data and construct compelling arguments grounded in empirical analysis. The team’s research will broaden and deepen all Compass Lexecon economists’ specialist skillsets to offer clients the most effective, creative and cutting-edge analysis and advice.

Whilst at Ofgem, Joe has been responsible for overall analytical strategy and quality assurance, and analysis of potential energy sector developments. He led the delivery of Ofgem's ground-breaking decarbonization action plan, as well as the analysis behind the setting of the retail energy price cap. He heads up Ofgem’s economics profession and is Ofgem’s senior representative on the UK Regulators Network.

Prior to working at Ofgem, Joe was director for regulation, consumers and competition at the National Audit Office, responsible for value for money audits of economic and financial regulation and the competition and consumer protection regimes. He has also worked as an economist at HM Treasury and Oxford University.
