Dennis Carlton delivered the keynote address at the Second Annual Conference of the International Competition Network in Merida City, Mexico. His address entitled "The Proper Role for Antitrust in an International Setting" covered horizontal and vertical (exclusionary) issues, paying special attention to problems of small or developing economies.
