Elena has more than 20 years of experience as an economic consultant. Her focus is the application of economic analysis and econometric techniques in the context of in competition policy matters and the quantification of damages in litigation and arbitration. She has advised clients from a wide range of industries, in all fields of competition, and in multiple jurisdictions, including the European Union, Spain, the UK, France, Italy, the US, and countries in Latin America. She has given expert testimony before the European Commission, the Spanish competition authorities, international arbitration courts and Spanish courts.
Elena has advised on numerous merger cases both before the European Commission and in other jurisdictions. Some examples are Orange/MasMovil JV, Perfetti Van Melle/Mondelez’ gum business, Holcim/Cemex, Telefónica/DTS, Amadeus/Navitaire, Ferroatlántica/Globe Specialty Metals, and Hutchison/Orange Austria.
She has ample experience in the economics of Art. 101 and Art. 102. Examples of this work include investigations into information sharing agreements in the car rental market, parallel trade in the pharmaceutical industry, or pricing practices in telecommunications.
She also regularly advises clients in cartel damages litigation (including Motor vehicles, Trucks, Spanish Envelopes, Smart Card Chips, several Car Parts cases).
Elena is recognized as a Global Elite Thought Leader in the Competition Economists 2025 guide by Lexology Index and featured in Global Competition Review’s Women in Antitrust Survey (2021), where she is recognized among the top female economists in global antitrust. She is also included in the latest W@Competition ‘40 in their 40s’ notable competition professionals.
Elena holds a Ph.D. in Economics from Harvard University and an M.A. in Economics and Finance from CEMFI. She also holds a Postgraduate Diploma in EC competition law from King’s College London.
