Paul Armstrong is a Senior Economist at Compass Lexecon, based in London.

Paul has over a decade of experience advising clients on a range of competition, regulation, and policy matters. He has advised a range of clients including private sector firms, government bodies, regulators and competition authorities in the EU, UK, and globally. Paul has worked on cases across a broad spectrum of sectors including payments, banking, insurance, technology, healthcare, energy, retail, communications and transport.

In particular, Paul’s experience has focused on mergers and market studies. He has advised on a number of mergers, including most recently on Broadcom’s acquisition of VMware, which was cleared following Phase 2 review by both the EC and the CMA. He has also advised clients on UK market investigations, studies, and reviews by the CMA, FCA, and PSR, including ongoing cases.

Prior to joining Compass Lexecon, Paul worked at two other economic consultancies, where he advised clients on a range of competition cases.

Paul holds an MPhil in Economics from Oxford University and a BSc in Mathematical Economics from the University of St. Thomas (MN).
