Tully Lillis is a Senior Vice President with Compass Lexecon and Co-Head of the San Francisco Bay Area office. Mr. Lillis specializes in applying economic and quantitative analysis to areas of competition and antitrust – being named one of Compass Lexecon’s Rising Stars in 2023. He has extensive experience leading engagement teams in support of experts on a wide variety of complex litigation and regulatory matters. While he has managed case teams in the evaluation of antitrust issues in a variety of contexts, his tenure has seen a particular focus on Private Party Antitrust Litigation, Antitrust Class Action, and Damages as applied to the healthcare sector where he has substantial and wide-ranging experience consulting for private companies and Federal agencies. Mr. Lillis has led teams in support of expert witnesses on major litigation and regulatory matters related to pharmaceutical product hopping, reverse payment settlements, delayed generic entry, price fixing, PBM formulary and rebating practices, life science instrument manufacturing, bundled product discounts, and predatory pricing.

Through his work on these matters, Mr. Lillis has deep institutional knowledge and familiarity of the competitive dynamics, industry data, and regulatory framework within the space which can be applied to theories of liability and damages, and has co-authored and presented economic studies in the healthcare space before US antitrust authorities.

Mr. Lillis has significant experience with complex data analyses, and the preparation of expert reports and testimony, in both deposition and trial settings. Having previously served as an analyst, senior analyst, economist, senior economist, and vice president at Compass Lexecon, Mr. Lillis’s background and experience allows for the efficient management of case teams across every facet of his engagements and facilitates quick identification and execution of key economic and analytical aspects of expert opinions.

In addition to pharmaceutical and healthcare related matters, Mr. Lillis’s has led analyses of proposed mergers and of the competitive effects of business practices in a variety of industries including digital marketplaces, consumer payment systems, aircraft manufacturing, collegiate and professional sports, energy generation, and electronics.
