Roy Rosenberg is a Senior Vice President with Compass Lexecon based in Oakland.

Roy has 15 years of experience in managerial and consultancy economic roles. His work focussed on competition and regulation issues, both in the government and business sectors in Israel. Roy has written hundreds of economic expert reports on the competitive impact of mergers and acquisitions, cartels and abuse of dominance cases, as well as on sector-specific regulatory issues. Roy has advised government institutions and served as a member of public committees in the context of structural changes and reforms in various industries, such as telecommunications, advertising and broadcasting, and transportation.

During the last six years, Roy has been providing consulting services and expert reports to leading corporates in the Israeli market, on issues related to competition, sector-specific regulation, strategic planning, and damages cases. He is also frequently appointed as an expert in courts and in front of regulatory agencies. Among Roy’s clients are leading Israeli firms in various sectors, including telecommunications (Bezeq), energy (Delek, IEC), banking (Discount Bank), defense (Elbit Systems), construction materials (Cemex) and others.

Before joining Compass Lexecon, Roy was a senior partner in leading Israeli economic consulting firms. Prior to that, he served as the Deputy Chief Economist of the Israel Antitrust Authority (IAA). He holds a B.A. in Economics and Political Sciences and an M.A. in Economics, both from the Hebrew University of Jerusalem.
