Lumer’s areas of expertise include securities, antitrust and healthcare.  Prior to joining Compass Lexecon (formerly Lexecon), Lumer was a senior financial economist at the Securities and Exchange Commission. While there he testified in enforcement proceedings. In addition, he frequently advised enforcement staff and commissioners on the economic evidence and the appropriate sanctions in cases involving accounting fraud, market timing, market manipulation, stock options backdating and trading practices. He also designed distribution plans for SEC fair funds. Lumer is an adjunct associate professor of Finance at the University of Maryland School of Business.  He earned his Ph.D. from MIT and has published in the Journal of Business.
 
Prior to joining the SEC, Lumer was an economist at the Antitrust Division of the U.S. Department of Justice. There he evaluated the competitive effects of mergers and advised on enforcement policy in the telecommunications, healthcare, pharmaceutical and financial services industries.
 
Lumer is also a licensed physician.  He holds a MD from McGill University and completed his internship in internal medicine at the Mayo Clinic. He has published in the Journal of the American Medical Association and the European Heart Journal.
