Charles W. Augustine

Charles Augustine is a Vice President with Compass Lexecon and is based in Boston, MA. Mr. Augustine specializes in microeconomic and public policy research and analysis. He has expertise in the organization and operation of energy markets, including especially petroleum products, electricity, and natural gas markets. Among other projects, he has analyzed asset values under alternative scenarios, analyzed the costs and benefits of energy infrastructure projects, assisted clients in major power procurement projects, assisted clients in rate cases and other regulatory proceedings, and analyzed damages. His work has included numerous cases related to the ongoing efforts by federal and state regulators to increase the role of market forces in regulated industries, including especially electricity and natural gas.
From 1994 to 1995 Mr. Augustine was an economic analyst in the Gas Division of the Massachusetts Department of Public Utilities, where his case work included forecast and supply plans, contract review, and tariff implementation. He also contributed to the DPU policy statement on incentive regulation (DPU 94-158).
Mr. Augustine has a master of public policy degree from the John F. Kennedy School of Government at Harvard University. He served as an analyst for the Harvard Electricity Policy Group and also as an Environmental Management Studies Fellow at the U.S. Environmental Protection Agency. Mr. Augustine was a volunteer with the Peace Corps in Bukavu, Zaire, from 1983 to 1985.
